Why You Need a Security Licence in Victoria

Under the Private Security Act 2004, anyone who performs private security duties in Victoria must be licensed through the Licensing & Regulation Division (LRD) of Victoria Police. This legal framework ensures that the security industry operates with integrity, professionalism, and accountability.
A security licence confirms that you have passed police background checks, received proper training, and are legally and ethically suited to undertake security duties.
    Roles That Require Licensing Include:
    • Unarmed or armed security guard
    • Crowd controller
    • Bodyguard or personal protection officer
    • Control room operator
    • Loss prevention officer
    • Security equipment installer or adviser
Working without a valid licence can result in significant penalties for both the individual and their employer. That’s why following the correct process from the outset is critical.

Step-by-Step Process to Obtain a Victorian Security Licence
Let’s walk through the eight key steps to get your security licence in Victoria:
    ________________________________________
✅ Step 1: Confirm Your Eligibility

Before you invest time and money, ensure you meet the basic requirements:
    • Age: You must be at least 18 years old.
    • Residency: You must be an Australian citizen, a permanent resident, or hold a visa with work rights.
    • Criminal Record: You must not have a disqualifying criminal history (especially crimes involving violence, dishonesty, or weapons).
    • Health: You must be physically and mentally fit to perform security-related duties.
Victoria Police will conduct a National Police Check and assess your character and health. Providing false or misleading information during this stage can result in your application being declined.

Step 2: Choose the Right Licence Type

There are two primary licence categories in Victoria:
    🔹 Individual Licence
This is for individuals who intend to perform security work directly. You can apply for one or more licence subcategories based on your desired role:
    • Unarmed/armed guard
    • Crowd controller
    • Bodyguard
    • Control room operator
    🔹 Business Licence
For individuals or companies that operate security services and employ licensed staff. This involves separate training, insurance requirements, and a different application process.
For this guide, we’ll focus on the Individual Licence, which is the most common path for new security professionals.

✅ Step 3: Complete Accredited Security Training

    • Keep your personal information up to date with LRD

Before applying, you’ll need to complete a nationally recognised course through an approved Registered Training Organisation (RTO) in Victoria. Training ensures you’re well-prepared for both the technical and ethical responsibilities of the job.
    Key Training Courses Include:
    • CPP20218 – Certificate II in Security Operations

Check that your certificate is current—usually valid for 3 years—and ensure it’s issued by an accredited training provider.
